Colorado Becomes First U.S. State With Comprehensive AI Act

Governor Jared Polis signed Senate Bill 24-205 into law on May 17, 2024, making Colorado the first U.S. state to enact a comprehensive AI law regulating both developers and deployers of high-risk AI systems. The law was originally enacted with February 1, 2026 implementation language, later extended to June 30, 2026 by SB25B-004. The SB 24-205 framework never took effect as enacted: a federal court stayed enforcement on April 27, 2026, and on May 14, 2026 Colorado repealed and reenacted it as the narrower automated decision-making technology regime in SB 26-189, effective January 1, 2027.
