• AI Developer

  Creates, trains, or substantially modifies AI systems before they reach deployers and end users. Carries duties around documentation, transparency, and bias mitigation.

• AI Deployer

  Operates AI systems to make or substantially factor into decisions affecting consumers, employees, or other regulated parties. Carries the heaviest compliance burden under most US state laws.

• Combined Developer + Deployer

  Develops AI internally and deploys it for consequential decisions. Must comply with both sides of the developer/deployer split.

• AI Vendor

  Provides AI tools to other organizations. Sits upstream of deployers and downstream of developers; specific contractual and disclosure obligations depend on jurisdiction.
