New York Names Its RAISE Act Regulator and Says Frontier Developers Will Register From November

On September 21, 2026 Governor Kathy Hochul announced next steps for the RAISE Act, General Business Law Article 44-B, which takes effect January 1, 2027. The release names the implementing office within the Department of Financial Services as the Office of Digital Innovation, Governance, Integrity and Trust (DIGIT), states that starting in November New York will direct large frontier AI developers to register with the State, and announces Marc Gilman as Deputy Director for the RAISE Act. Under Section 1428, a large frontier developer may not develop, deploy, or operate a frontier model in New York without a current disclosure statement filed with the office and a paid pro rata assessment.
